Introduction

Three council members quit their jobs in three days. This happened after the council chose a new budget.

Main Body

The council voted for a new budget. This budget makes taxes higher for the people. Two members, Tim Houweling and Bronwyn Waugh, were angry. They said the tax is too high and the city is not working well. Then, Hayley Prendiville also quit.

In this story, we see a lot of things that are missing or wrong. To get to A2, you must master how to say "no" or "not" to describe a situation.

1. Simple Negatives (Is/Are + Not) Look at how the author describes the city:

  • The city is not working well. \rightarrow (It has problems)
  • The bosses are not at work. \rightarrow (They are away)
  • The city is not stable. \rightarrow (It is messy)

2. The "No" Shortcut Instead of saying "is not," we can use no before a noun to show something is missing:

  • The city has no main leader. \rightarrow (Zero leaders)

3. Feelings of Dislike When someone is "not happy," it often means they are angry or worried.

  • Hannah Beazley is not happy \rightarrow She is upset.

Quick Tip for A2: Use is not for a state of being \rightarrow The budget is not good. Use no for a quantity \rightarrow There is no money.
