Introduction
France and Germany stopped their project to build a new fighter plane. The project cost about 100 billion euros.

Main Body
The two countries started this project in 2017. They wanted to make their own planes. They did not want to buy planes from the USA.

Why this is easy: Notice that we don't change the action word. We don't say "did not wanted." We keep it simple: did not want.
