Introduction

The US Senate wants more information about dead civilians. They are limiting travel money for the Secretary of Defense. At the same time, the military needs 80 billion dollars for wars.

Main Body

The Senate is angry. A school in Iran was hit by a bomb in 2026. Many children died. The Senate says the military must give full reports about this. If the military does not give the reports, the Secretary of Defense cannot spend most of his travel money.

Some leaders in the Senate do not want to give the money yet. They want a formal vote first. The military says they will run out of money by summer.

Conclusion

The military has two problems. They must answer questions about dead civilians and they need more money to stay ready.

When someone is not allowed to do something, we use cannot (can't).

Rule: Cannot + Action (No 'to', no 'ing').
