Hong Kong's New Five-Year Plan
Introduction
The Hong Kong government has a new plan for the years 2026 to 2030. People can give their ideas about the plan until August 14.
Main Body
The plan shows big goals for the city. It does not have small details. The government will put small details in a different report every year. This helps the plan stay the same if the leaders change.
Some people are worried about the environment. They say the plan does not talk about nature in every part. For example, the plan for the Northern Metropolis does not talk much about floods or clean air.
Mainland China does this differently. China puts nature and green ideas into every part of its plans. Hong Kong puts nature in only one chapter. This might make the work harder for different government offices.
Conclusion
The government wants more ideas from the public. They want everyone to agree before they publish the plan later this year.

🟢 The 'S' Rule for Actions
Look at how we describe the government and the plan in this text. When we talk about one thing or person, we add an -s to the action word.
- The plan shows... (One plan)
- The government wants... (One government)
- China puts... (One country)
Compare this to many things:
- People give... (Many people = No 's')
- They say... (Many people = No 's')
🛠️ Useful Word Pairs
Notice how the text uses opposites to explain ideas. This is a great way to build A2 sentences:
💡 Quick Note: 'Does not'
To say 'no' for one thing, use does not + action (without the 's'):
- It does not have... (NOT: does not has)
- The plan does not talk... (NOT: does not talks)
