Introduction

The West Bengal government has presented its first budget, which focuses on improving financial discipline, expanding infrastructure, and providing targeted social welfare.

Main Body

The government's financial strategy is based on reducing a large debt of Rs 8.15 lakh crore. Finance Minister Swapan Dasgupta emphasized that administrative reforms are necessary to rebuild public trust, specifically through the 'Apnar Sarkar, Apnar Pashe' project. To fight unemployment, the state plans to fill 100,000 government jobs, including 20,000 police and 50,000 teaching positions. Furthermore, 33% of these roles are reserved for women and 10% for Agniveers. Additionally, the dearness allowance for state employees will increase to 38% starting October 1, 2026.

Social spending is focused heavily on women, particularly through the Annapurna Yojana, which has been given Rs 36,000 crore to provide direct cash support to women aged 25 to 60. While the administration asserted that existing welfare schemes will continue, some funding has been moved. For example, money for minority affairs and madrasa education has been reduced from Rs 5,713 crore to Rs 2,165 crore, and religious-based financial aid has ended. Other measures include the 'Bharosa' unemployment grant and higher pensions for the elderly and disabled.

To boost the economy, the government is reducing land requirements for tea estates and offering a Rs 5,000 crore incentive package for industrial investment. Infrastructure is also a priority, with plans for a new airport in Kalyani, a deep-sea port at Dadanpatrabar, and more metro rail lines. In education and health, the state proposes building an IIT, IIM, and AIIMS in north Bengal. Finally, the administration plans to restart the Calcutta Stock Exchange and implement stricter rules regarding the location of liquor stores near public buildings.

Conclusion

Overall, the budget shows a shift toward a development-led model that prioritizes spending on infrastructure and reorganizes social welfare priorities.

Vocabulary Learning

The "Connecting Logic" Shift

An A2 student usually writes simple sentences: "The government wants to help women. They gave money to the Annapurna Yojana."

To reach B2, you must stop using isolated sentences and start using logical connectors to show the relationship between two ideas. This article is a goldmine for this transition.

1. Adding Information (Beyond 'And')

Instead of repeating "and," the text uses Furthermore and Additionally. These words signal to the reader: "I have finished one point, and now I am adding a new, important one."

  • A2 Style: The state will fill jobs and some are for women.
  • B2 Style: The state plans to fill 100,000 government jobs. Furthermore, 33% of these roles are reserved for women.

2. The Contrast Pivot (The 'While' Technique)

B2 fluency requires you to balance two opposing facts in one sentence. Look at this structure from the text:

"While the administration asserted that existing welfare schemes will continue, some funding has been moved."

By starting with While, the writer creates a "contrast bridge." It tells us that although one thing is true (schemes continue), another thing is also true (funding moved). This is much more sophisticated than using "but" in the middle of a sentence.

3. Precision with 'Particularly'

Stop using "especially" for everything. Particularly is used here to zoom in on a specific group within a larger category:

  • General Category: Social spending on women.
  • Specific Focus: Particularly through the Annapurna Yojana.
