Ukraine has started a strategic campaign of long-range drone strikes against Russian oil refineries and supply routes to Crimea, causing widespread fuel shortages and transport problems.

The Ukrainian military is systematically attacking Russian oil processing plants. For example, the Kapotnya refinery, which is a main supplier for Moscow, has been hit several times and may be closed for at least six months. Consequently, fuel shortages have affected about 55 of Russia's 83 regions, forcing the government to limit fuel sales. The International Energy Agency emphasized that this level of disruption is unprecedented, as roughly 20 percent of Russia's total refining capacity is currently offline.

Although Russia has moved air defense systems and used smoke generators to protect the Kerch Bridge, experts disagree on whether these measures are actually working.

While the Kremlin claims that everything is stable, internal data suggests that presidential approval is falling. The government asserted that the strikes are attempts to destabilize society; however, the failure to provide basic fuel and electricity has made the state look incompetent. Despite this, some people in Crimea still support Russia, partly due to fear of Ukrainian forces and strict internal security operations.
