A state judge in Hartford has ordered the public release of video footage showing the events that led to the death of J’Allen Jones at the Garner Correctional Institution in 2018.

The incident happened on March 25, 2018, when staff tried to move Jones to a medical unit because he was experiencing a mental health crisis. Furthermore, the footage suggests there was a gap of about seven minutes between the moment Jones began having breathing problems and the request for medical help. CPR started 28 minutes into the video, but emergency services did not arrive until the 43rd minute.

There have been different views on the event. The Department of Correction claimed that Jones was 'non-compliant and combative' and insisted that officers did not use excessive force. However, the medical examiner described the death as a homicide caused by a struggle involving chest compression and pepper spray. Despite this, a 2019 legal review concluded that no laws were broken. An internal review found that while the force used was not excessive, staff failed to notice the medical emergency quickly enough. Consequently, nine employees received one-day unpaid suspensions.

These changes include hiring a psychiatrist to lead medical services and providing more mental health training for staff.
