Senegal's National Assembly Approves Constitutional Changes Before National Vote

塞內加爾國民議會在全國投票前通過憲法修訂

Introduction

The National Assembly of Senegal has passed a new law to redistribute state power. President Bassirou Diomaye Faye plans to put this measure to a public vote in a national referendum.

塞內加爾國民議會通過了一項新法律以重新分配國家權力。總統 Bassirou Diomaye Faye 計劃將此措施提交全國公投。

Main Body

The proposal, introduced by the Pastef party, aims to balance power between the executive and legislative branches. Specifically, the amendment suggests increasing parliamentary oversight, such as giving inquiry committees more power and requiring the government to inform parliament about natural resource agreements. Furthermore, the reform proposes replacing the Constitutional Council with a nine-member Constitutional Court and limiting the president's power to dissolve the Assembly. It also suggests that a person cannot be both the head of state and a political party leader at the same time.

這項由 Pastef 黨提出的方案,旨在平衡行政與立法部門之間的權力。具體而言,修正案建議增加議會的監督權,例如賦予調查委員會更多權限,並要求政府向議會通報天然資源協議。此外,改革建議以一個由九名成員組成的憲法法院取代憲法委員會,並限制總統解散議會的權力。該方案還建議一個人不能同時擔任國家元首與政黨領袖。

These changes are happening during a complicated political period involving President Faye and Ousmane Sonko. After Sonko was removed as prime minister in May and later elected as speaker of the National Assembly, the opposition claimed the reform is a tool for political revenge. Coalition leader Aminata Touré emphasized that the legislature is being used to reduce the president's influence to benefit the parliamentary speaker.

這些變更發生在涉及總統 Faye 與 Ousmane Sonko 的複雜政治時期。在 Sonko 於五月被解除總理職務並隨後被選為國民議會議長後,反對派聲稱此次改革是政治報復的工具。聯盟領袖 Aminata Touré 強調,立法機關正被利用來削弱總統的影響力,以使議長獲益。

The voting process was very tense. After a motion to delay the vote was rejected, an opposition member was forcibly removed from the room, which caused almost all opposition deputies to boycott the session. At the same time, security forces used tear gas to stop about 50 protesters from the Alliance for the Republic who tried to enter the building. Several people were arrested during the clash.

投票過程非常緊張。在否決了一項要求推遲投票的動議後,一名反對派成員被強行驅逐出房間,導致幾乎所有反對派代表抵制本次會議。與此同時,安全部隊使用催淚瓦斯阻止約 50 名試圖進入大樓的「共和聯盟」抗議者。衝突期間有數人被捕。

Conclusion

The proposed constitutional changes have been accepted by the legislature and are now waiting for final approval through a referendum on a date that has not yet been decided.

擬議的憲法修訂已獲立法機關通過,目前正等待在尚未定期的公投中獲得最終批准。

🚀 Level Up: From 'Simple' to 'Sophisticated'

At A2, you describe things simply: "The law changed. The president has less power." To hit B2, you need to describe how and why things change using Nominalization (turning actions into nouns). This makes you sound professional and academic.

🔍 The Shift in the Text

Look at how the article describes political actions. Instead of using basic verbs, it uses complex nouns to group ideas:

  • Instead of: "They are redistributing power" \rightarrow The text uses: "...to redistribute state power" (treating the action as a goal).
  • Instead of: "They are changing the constitution" \rightarrow The text uses: "...constitutional changes" (the change becomes the subject).
  • Instead of: "The opposition is boycotting" \rightarrow The text uses: "...to boycott the session" (the act of boycotting is the focus).

🛠️ The B2 Formula: Verb \rightarrow Noun

To move toward B2, practice replacing common verbs with their noun forms. This allows you to add adjectives and be more precise.

A2 Style (Verb-focused)B2 Style (Noun-focused)Why it's better
The government informed them. The government provided information. You can now add adjectives (e.g., detailed information).
They proposed a reform. The proposal was introduced. It shifts focus to the document/idea, not just the person.
The people protested. There were protests in the street. It describes the event as a whole.

💡 Pro-Tip for Fluency

Notice the phrase: "...the reform is a tool for political revenge."

An A2 student says: "They want revenge." A B2 student says: "The reform is a tool for revenge."

The secret? Stop just telling me what people do; tell me what the concept is. Use nouns to build a bridge between a simple action and a complex idea.
