Legal and Administrative Actions Against Abuse in Indian Institutions

Introduction

Recent court cases and police investigations have highlighted serious abuse involving people held in police custody in Haryana and young children at a corporate childcare center in Karnataka.

Main Body

In Kalka, Magistrate Abhimanyu Rajput examined the treatment of four men arrested for the murder of Jitesh Manocha. The court found that on June 6, the suspects were forced to have their hair cut and were marched barefoot through a local market. Medical reports confirmed these claims, showing several bruises and cuts on the detainees' knees and stomachs. The judge emphasized that these illegal punishments and the use of the media to shame the suspects violated basic constitutional rights. Consequently, the case has been sent to the Sessions Judge of Panchkula, and the Police Commissioner must now conduct a formal investigation into the violence.

At the same time, police are investigating the abuse of toddlers at a daycare center located on the Capgemini campus in Bengaluru. A whistleblower provided CCTV footage showing caregivers using cruel punishments, such as locking children in bathrooms and placing infants inside a broken washing machine. Law enforcement has started legal action under the Juvenile Justice Act and the Indian Penal Code. While five staff members were first arrested, three were later released; one woman, Vijayalakshmi, remains in jail, while another, Manjula, has disappeared. Furthermore, the National Human Rights Commission has ordered Karnataka officials to submit a full report within fourteen days. This incident has started a wider debate about the need for better background checks and regular audits in corporate childcare facilities.

Conclusion

Both cases show a serious failure in institutional care and highlight the importance of judicial and human rights oversight to ensure that laws are followed.

⚡ The 'Passive Power-Up'

To move from A2 to B2, you must stop describing the world as only 'Someone did something' and start describing 'Something was done.'

In the article, look at this sentence:

"the suspects were forced to have their hair cut and were marched barefoot..."

Why is this a B2 move? At A2, you might say: "The police cut their hair." That is simple. But in professional, legal, or journalistic English, the action and the victim are more important than the person doing the act.

🛠️ How to build it:

[Object] + [To Be] + [Past Participle]

  • A2 Level: Police arrested five staff members. \rightarrow (Simple Active)
  • B2 Level: Five staff members were arrested. \rightarrow (Professional Passive)

🔍 Spotting the Pattern in the Text

Notice how the author uses these structures to create a formal tone:

  • "...the case has been sent to the Sessions Judge"
  • "...children were first arrested" (Wait! The text says staff were arrested, but the structure is the same)
  • "...laws are followed"

💡 Pro Tip for Fluency

Use the Passive Voice when:

  1. You don't know who did the action.
  2. The action is more important than the person.
  3. You want to sound objective and academic rather than emotional.

Try replacing "Somebody cleaned the room" with "The room was cleaned." You just stepped closer to B2.
