German police have broken up a coordinated network, mostly made up of Chinese nationals, who used the Telegram app to organize and document sexual assaults against women.

The network, which called itself the 'German driving school for experts,' used a system of code words to hide its criminal activities. According to court documents, they used the words 'cars,' 'fuel,' and 'driving' to refer to victims, sedatives, and the act of rape. This organization included about two dozen group chats, some with up to 50,000 members, and a small inner circle of eight people. Frankfurt Chief Prosecutor Dominik Mies emphasized that the group's activities involved careful planning and a complete lack of respect for the victims.

Several key members have already been convicted. The leader, Dapeng Z., was sentenced to 14 years in prison for aggravated rape and attempted murder, though he is currently appealing this decision. Furthermore, Zhiting S., a medical professional, received a five-year sentence for helping the group by providing medical advice on how to sedate victims. The investigation began in 2024 after Dapeng Z. stopped targeting people he knew and started targeting strangers he met online.

This case is part of a larger global trend of sexual violence involving drugs. Judge Markus Koppenleitner noted that this is a worldwide problem and not limited to one nationality. Consequently, Europol launched 'Project Medusa,' a joint operation with German and British authorities that has led to 57 arrests. Intelligence sharing has also resulted in arrests in the Netherlands and the prosecution of a Chinese student in Los Angeles who allegedly bought sedatives from a German citizen.
