Government authorities in Bihar and Uttar Pradesh have started making systemic changes to how they hire and manage educational staff.

In Bihar, the government has updated the eligibility rules for appointing vice-chancellors and pro-vice-chancellors. This change ensures the state follows the 2018 UGC Regulations. Consequently, the application deadline has been moved to July 28 to allow more qualified academics to apply. Furthermore, the Chancellor’s office has changed the search committees to avoid repeating the same government nominees, which aims to increase diversity in leadership. These updates affect 24 positions across various institutions, including Aryabhatta Knowledge University, as the state moves away from temporary arrangements toward the goals of the National Education Policy.

Meanwhile, the Uttar Pradesh Secondary Education Department has proposed creating 1,344 new teaching positions across 163 government secondary schools. This expansion focuses on schools established under several government programs, such as the Prime Minister Jan Vikas Programme. The proposal includes 420 lecturers, 924 assistant teachers, 42 principals, and 121 headmasters, along with 174 junior assistants for administrative support. According to the recruitment plan, 50% of the teaching and leadership roles will be filled by the Uttar Pradesh Public Service Commission, while administrative roles will be handled by the Subordinate Services Selection Commission. However, final approval depends on a government review of the budget and costs.
