Notice the phrase: "It is alleged that..."

B2 speakers don't just say "He did it" if they aren't 100% sure. They use alleged (claimed, but not proven). This is a key part of "Hedging"—the ability to be precise about how certain you are. This is the difference between sounding like a beginner and sounding like a fluent adult.
