On June 5, a maritime drone exploded around 10:30 a.m. in the civilian port of Constanța, Romania. The Romanian Ministry of National Defence confirmed that the device did not belong to them. The Ukrainian Navy claimed that Russian electronic warfare caused the incident by disrupting the drone's guidance systems. Consequently, Romanian President Nicușor Dan and European Commission President Ursula von der Leyen described the event as a direct result of Russian aggression. To ensure safety, authorities evacuated over 1,300 civilians and used aerial surveillance. This follows a previous incident in Galati, where a Russian Geran-2 drone hit a residential building and killed two people.

Commander Robert Brovdi of Ukraine's Unmanned Systems Forces asserted that these vessels were illegally transporting grain from occupied Ukrainian areas. Furthermore, analysis shows that these ships were part of Russia's 'shadow fleet,' using flags from Belize and Palau to avoid international sanctions.
