To address these costs, Minister Nolan Quinn announced a change in financial aid. The maximum percentage of non-repayable grants was reduced from 85 per cent to 25 per cent. Consequently, students at private career colleges are no longer eligible for these grants, and all other students must now rely more on loans. This change follows a previous policy from 2017 that the Auditor General warned would increase costs, although these effects only became clear recently after the pandemic.
