At the same time, the National Drug Law Enforcement Agency of Nigeria reported the closure of a secret, large-scale methamphetamine factory in the Abidagba forest of Ogu. The operation, which took place on May 16, led to the arrest of three Mexican citizens and four Nigerians. Authorities seized about 2.4 tonnes of drugs with an estimated market value of £270 million, which suggests a highly organized international smuggling network.

At the same timeis used to shift the focus from Mexico to Nigeria without confusing the reader. It acts like a bridge between two different stories.

Notice this sentence: "...indigenous people were previously forced to evacuate."
In A2, you might say: "The gangs forced the people to leave." But in B2, we often focus on who the action happened to (the victims) rather than who did it. This is called the Passive Voice. It makes your writing sound more objective and professional, like a news report.
