The Hong Kong Special Administrative Region (SAR) has started a public consultation for its first five-year development plan. This blueprint is designed to align local goals with mainland China's national planning framework.

The government aims to bring Hong Kong's governance closer to the national 15th Five-Year Plan (2026–2030). Secretary Janice Tse emphasized that this alignment will not replace the existing free-market economy; instead, it will provide a clear vision to improve market stability. Furthermore, the government plans to link this five-year plan with the annual policy address and the budget to ensure that financial resources are allocated toward long-term goals.

A key part of this plan is the acceleration of the Northern Metropolis, a massive infrastructure project covering 30,000 hectares. This initiative seeks to create a technology hub and a university town to strengthen economic ties with Shenzhen and the Greater Bay Area. Consequently, the administration expects to provide 70,000 new homes and one million square meters of business space. Additionally, the plan focuses on the 'AI+ Initiative' and the San Tin Technopole to improve scientific independence.

Regarding social issues, the document outlines goals to improve primary healthcare, remove poor-quality subdivided housing, and enhance care for the elderly. However, some experts, such as Professor John Burns, have questioned the effectiveness of this process. He suggests that because there are no specific targets, the consultation might simply be a way to justify decisions already made by the central government. This change happens as mainland influence grows, following the introduction of a national security law and changes to the electoral system.

The SAR government plans to finish the blueprint in the third quarter of the year after a two-month consultation. This will coincide with a visit from Xia Baolong to ensure the plan follows national requirements.
