Notice the pairing of verbs with these complex nouns:

These are High-Precision Collocations. In C2 English, "problem" is too vague. We use "systemic variables" to imply that the problem is built into the very structure of the system. We use "strategic posture" to imply a formal, organized stance taken by a government entity.
