Chief Executive John Lee has announced a forthcoming diplomatic and commercial mission to Kazakhstan and Uzbekistan to enhance regional economic connectivity.

The proposed mission, characterized by the Chief Executive as the most extensive delegation of his current tenure in terms of scale and composition, comprises government officials and over 60 senior business representatives from both Hong Kong and mainland China. This initiative constitutes the fifth mission aligned with the Belt and Road Initiative, a framework inaugurated by President Xi Jinping in Kazakhstan in 2013. The strategic prioritization of Kazakhstan is further predicated upon its status as the SAR's primary trading partner within Central Asia and its robust energy and mining sectors.

Financial integration has been evidenced by the dual listing of a prominent tungsten mining entity in both Hong Kong and Kazakhstan, as well as the issuance of a 2 billion yuan offshore renminbi bond by the Development Bank of Kazakhstan. Secretary for Financial Services and the Treasury Christopher Hui attributed these developments to the SAR's capacity to facilitate access to global capital. Furthermore, a legal rapprochement is anticipated via the Astana International Financial Centre (AIFC). Deputy Secretary for Justice Horace Cheung noted that the AIFC's adoption of a common law framework for civil and commercial adjudication provides a compatible structural basis for institutional collaboration.

Central to the mission's objective is the implementation of a 'hub-to-hub' cooperation model. The administration posits that by synchronizing Hong Kong's role as a gateway to East and Southeast Asia with the roles of Kazakhstan and Uzbekistan as primary conduits for foreign capital into Central Asia, a novel corridor for capital flow can be established. The administration anticipates that this diversification of markets will generate value-added opportunities and employment within the SAR's service and trade sectors.

The upcoming delegation seeks to formalize high-level governmental ties and expand the SAR's economic footprint in Central Asia.
