The proposed reforms entail the deregulation of working hours, the simplification of employee dismissal procedures, the removal of outsourcing limitations, and a reduction in parental protections.

Terrestrial transport has seen the total cessation of the Lisbon Metro and the suspension of most regional and long-distance rail services via CP. Additionally, the health and education sectors have experienced significant service interruptions, including the postponement of surgical procedures due to nursing staff walkouts.
