The report extends its critique beyond the PSNI, citing safeguarding failures within the health service, social services, and the equestrian sector. It is noted that 37 individuals have since alleged abuse by Mr. Creswell, underscoring the scale of the risk that remained unmitigated.

In response to these findings, the PSNI has formally accepted the report's conclusions, with Assistant Chief Constable Davy Beck acknowledging 'unacceptable failings.' Justice Minister Naomi Long has announced the formation of an implementation group, chaired by Dr. Melia, to oversee the execution of 16 recommendations. These recommendations primarily emphasize the necessity for trauma-informed training and gender-sensitive risk assessments to facilitate a cultural shift within the police force.
