Non-compliance with substitution timing may result in a one-minute delay for the incoming player, forcing the team to operate with ten personnel. Additionally, players receiving medical treatment must remain off-field for sixty seconds, except in specific circumstances involving goalkeepers or disciplinary events.

VAR may now intervene in instances where fouls committed by the attacking team prior to the ball being in play directly influence a goal, penalty, or disciplinary outcome. Pierluigi Collina, FIFA's refereeing chief, cited a specific instance in a match between England and Uruguay as an example of an illegal block that would now be invalidated under these revised protocols. To offset the increased pace of play and environmental stressors, three-minute hydration intervals will be integrated into each half.
