New Temporary Consular Service Rules for Indian Missions in the UAE

Introduction

Indian diplomatic missions in Abu Dhabi and Dubai have launched a digital appointment system to manage consular services while they transition between service providers.

Main Body

The current situation was caused by the end of the contract with the previous provider, BLS, and a delay in handing over operations to Alhind Tours & Travels LLC. Although Alhind Tours & Travels won the contract, they cannot start yet because of a legal case in the Delhi High Court. Other companies claimed there were problems with how the technical evaluations were handled. As a result, the Embassy in Abu Dhabi and the Consulate in Dubai have managed essential services, such as passports, visas, and document attestation, directly since July 1.

To handle the large number of applicants during the busy summer travel season, the missions have moved from a walk-in system to a hybrid model. Applicants can now schedule appointments through an online portal, although limited walk-in access is still available from 09:00 to 11:00 for emergency cases. Furthermore, security has been increased; only applicants may enter, except for children who must be with their parents. Specific entry points have also been created for different services to improve the flow of people.

Additionally, there have been changes to fees and administration. A new passport fee structure, the first change since 2012, started on July 1, and all consular fees must now be paid in cash. While Alhind Tours & Travels has completed sixteen application centres across the seven emirates, these facilities cannot open until the court case is resolved.

Conclusion

Indian missions will continue to provide limited services through online appointments and restricted walk-in hours until the legal dispute over the outsourcing contract is settled.

🚀 The 'Connector' Shift: Moving Beyond Simple Sentences

At the A2 level, you likely use and, but, and because to join ideas. To reach B2, you need to use Complex Transitions. This article is a goldmine for this transition.

⚡ The Upgrade Map

Look at how the text avoids simple words to create a professional, 'B2' flow:

  • Instead of "Also" \rightarrow The text uses "Furthermore" and "Additionally."

    • A2 style: Also, security is better.
    • B2 style: Furthermore, security has been increased.
  • Instead of "But" \rightarrow The text uses "Although" and "While."

    • A2 style: Alhind won the contract, but they cannot start.
    • B2 style: Although Alhind Tours & Travels won the contract, they cannot start yet.
  • Instead of "So" \rightarrow The text uses "As a result."

    • A2 style: There was a problem, so the Embassy managed services.
    • B2 style: As a result, the Embassy... managed essential services directly.

🧠 Pro-Tip: The Logic of 'While'

In this text, "While" is not talking about time (like "while I sleep"). It is being used to show a contrast between two facts.

"While Alhind... has completed sixteen application centres... these facilities cannot open..."

B2 Challenge: Start using While or Although at the beginning of your sentences. It immediately signals to a listener that you have advanced control over the English language structure.

Implementation of Interim Consular Service Protocols by Indian Diplomatic Missions in the UAE

Introduction

Indian diplomatic missions in Abu Dhabi and Dubai have introduced a digital appointment system to manage the delivery of consular services during a transition between outsourcing providers.

Main Body

The current operational volatility is predicated upon the expiration of contracts with the previous service provider, BLS, and a subsequent delay in the handover to Alhind Tours & Travels LLC. Although the latter was awarded the contract following a tender process, the commencement of operations has been impeded by litigation in the Delhi High Court, wherein unsuccessful bidders alleged irregularities regarding technical evaluations. Consequently, the Embassy of India in Abu Dhabi and the Consulate General of India in Dubai have assumed direct administration of essential services, including passport issuance, visa processing, and document attestation, since July 1.

To mitigate the logistical challenges associated with high applicant volumes—exacerbated by the peak summer travel season—the missions have transitioned from a strictly walk-in basis to a hybrid model. A dedicated online portal now facilitates the scheduling of appointments, although limited walk-in access remains available between 09:00 and 11:00, with priority accorded to emergency cases. Access control measures have been intensified; entry is restricted to applicants only, with the exception of minors who must be accompanied by parents. Furthermore, specific entry points have been designated for different service categories to optimize pedestrian flow within the diplomatic premises.

Financial and administrative adjustments have also been implemented. A revised passport fee structure, the first such modification since 2012, became effective on July 1. The missions have stipulated that consular fees be remitted exclusively in cash. While Alhind Tours & Travels LLC reports the completion of sixteen Indian Consular Application Centres (ICACs) across the seven emirates, the activation of these facilities remains contingent upon the resolution of the aforementioned legal proceedings.

Conclusion

Indian missions continue to provide direct, limited consular services via a combination of online appointments and restricted walk-in hours pending a legal resolution regarding the outsourcing contract.

The Architecture of Nominalization & Latent Agency

To transition from B2 to C2, a student must move beyond describing actions to structuring concepts. This text is a masterclass in Nominalization—the process of turning verbs (actions) into nouns (concepts) to achieve a formal, detached, and authoritative tone.

⚡ The 'C2 Shift': From Action to State

Observe how the text avoids simple subject-verb-object patterns. Compare these two levels of English:

  • B2 (Action-oriented): The contracts with BLS expired, so things are volatile now.
  • C2 (Concept-oriented): *"The current operational volatility is predicated upon the expiration of contracts..."

In the C2 version, "volatility" and "expiration" act as the subjects. The focus shifts from what happened to the state of existence. This creates an aura of objectivity and systemic analysis characteristic of diplomatic and legal discourse.

🛠 Linguistic Deconstruction: The 'Predicate' Chain

Notice the phrase: *"...the commencement of operations has been impeded by litigation..."

  1. Commencement (instead of starting)
  2. Operations (instead of working)
  3. Impeded (instead of stopped/slowed)
  4. Litigation (instead of court case)

By stacking these nominalized forms, the writer removes the "human" element. No one is specifically blaming a person; the litigation is doing the impeding. This is Latent Agency: the actor is hidden to maintain a professional distance.

🎓 Sophisticated Collocations for Academic Mastery

To mirror this style, integrate these 'high-density' pairings into your writing:

Predicated upon \rightarrow (Based on/Dependent on) Example: "The success of the merger is predicated upon the alignment of corporate cultures."

Contingent upon \rightarrow (Depending on a specific condition) Example: "The release of funds remains contingent upon the submission of verified receipts."

Exacerbated by \rightarrow (Made worse by) Example: "The housing crisis has been exacerbated by a lack of urban planning."

C2 Strategy Tip: When writing a formal report, identify your main verbs. Try converting at least 30% of them into nouns. This forces you to use more complex prepositions (e.g., regarding, consequent to, in relation to) and elevates your register instantly.
