Diplomatic Tension Between Taiwan and Kenya Over the Our Ocean Conference
台灣與肯亞就「我們的海洋」會議產生外交緊張局勢
Introduction
Taiwan has officially complained about the restrictions placed on its officials during an international maritime meeting held in Mombasa, Kenya.
台灣已正式就其官員在肯亞蒙巴薩舉行的國際海洋會議期間所受的限制提出抗議。
Main Body
The conflict began when Kenyan authorities detained two Taiwanese delegates during the Our Ocean Conference. Minister Kuan Bi-ling of the Ocean Affairs Council stated that these individuals were held for a long time, and their phones and passports were taken. This situation almost led to their deportation. Furthermore, entry permits for other Taiwanese staff members were cancelled.
衝突始於肯亞當局在「我們的海洋」會議期間拘留兩名台灣代表。海洋委員會關碧嶺委員表示,這兩名代表被扣留較長時間,且手機與護照被沒收。此情況幾乎導致他們被驅逐出境。此外,其他台灣工作人員的入境許可亦被取消。
Foreign Minister Lin Chia-lung emphasized that these restrictions were caused by external pressure from China. The Taiwanese government asserts that Kenya used a strict and unfair interpretation of the 'One China' policy to stop Taiwan from participating. This happened even though Taiwan had been invited and had already paid for an exhibition booth. Taipei views this incident as part of a larger effort by China to isolate Taiwan and reduce its international diplomatic ties.
外交部長林佳龍強調,這些限制是由於中國的外部壓力所致。台灣政府主張,肯亞採取嚴苛且不公平的「一個中國」政策解釋,以阻止台灣參與。即便台灣已獲邀請並支付展位費用,情況依然如此。台北方面將此次事件視為中國企圖孤立台灣、削減其國際外交關係之整體行動的一部分。
Conclusion
Taiwan continues to protest how its delegates were treated and criticizes the influence of Chinese pressure on Kenyan government policy.
台灣持續抗議其代表所受的待遇,並譴責中國對肯亞政府政策的影響。

⚡ The 'Power Shift': From Simple Verbs to Precise Actions
An A2 student says: "Kenya stopped Taiwan from coming." A B2 speaker says: "Kenya restricted the officials and isolated the delegation."
To move to B2, you must stop using 'general' verbs (stop, go, do, have) and start using 'precise' verbs. Look at how the article describes a conflict without using simple words:
- Detained (Not just 'stopped' or 'kept') It means to officially hold someone in custody, usually by police.
- Asserts (Not just 'says') To state something strongly and confidently as a fact.
- Isolate (Not just 'keep away') To make someone feel alone or separate them from others in a social or political way.
🛠️ The 'Connection' Logic: Moving Beyond "And"
B2 fluency is about how you connect ideas. A2 students use and, but, because. B2 students use Logical Connectors to show a relationship between two facts.
The Article's Secret Weapon: "Furthermore"
"...their phones and passports were taken. Furthermore, entry permits... were cancelled."
Use Furthermore when you want to add a second, more serious point to your argument. It is like saying "And here is something even worse."
The Contrast: "Even though"
"This happened even though Taiwan had been invited..."
Use Even though to show a surprising contrast.
- A2: Taiwan was invited but they couldn't go.
- B2: Even though they were invited, they were stopped.
💡 Pro Tip: The "Passive" Effect
Notice the phrase: "...their phones and passports were taken."
In B2 English, we often focus on the object (the passports) rather than the person who took them. This makes the writing sound more professional and objective. Instead of saying "The police took the passports," using "The passports were taken" shifts the focus to the loss of the documents, which is the real problem here.

Diplomatic Friction Between Taiwan and Kenya Regarding Participation in the Our Ocean Conference.
台灣與肯亞就參與「我們的海洋」會議產生外交摩擦
Introduction
Taiwan has formally protested the restriction of its officials' participation in an international maritime forum held in Mombasa, Kenya.
台灣已正式抗議肯亞限制其官員參與在肯亞蒙巴薩舉行的國際海洋論壇。
Main Body
The dispute centers on the detention of two Taiwanese delegates by Kenyan authorities during the Our Ocean Conference. According to Minister Kuan Bi-ling of the Ocean Affairs Council, these individuals were held for a prolonged duration, during which their mobile devices and travel documents were seized, creating a condition proximate to deportation. Furthermore, the revocation of entry permits for additional personnel was reported.
此次爭議集中在肯亞當局於「我們的海洋」會議期間拘留兩名台灣代表。根據海洋委員會關碧嶺委員表示,這些人員被拘留時間較長,期間其行動裝置與旅行證件均被沒收,情況近乎於驅逐出境。此外,據報其他人員的入境許可也被撤銷。
From a strategic perspective, Foreign Minister Lin Chia-lung has attributed these restrictive measures to external influence, asserting that Kenya succumbed to high-level pressure from China. The Taiwanese administration contends that Kenya has applied an expansive and distorted interpretation of the 'One China' principle to preclude Taiwan's involvement, despite the fact that Taiwan had received an invitation and provided payment for an exhibition booth. This incident is framed by Taipei as part of a broader trend of escalating Chinese efforts to isolate Taiwan internationally and diminish its remaining diplomatic recognitions.
從戰略角度來看,外交部長林佳龍將這些限制措施歸因於外部影響,主張肯亞屈服於中國的高層壓力。台灣政府認為,儘管台灣已收到邀請並支付展位費用,但肯亞對「一個中國」原則採取了擴張且扭曲的解釋,以排除台灣參與。台北方面將此次事件視為中國在國際上孤立台灣並削弱其剩餘外交承認之大趨勢的一部分。
Conclusion
Taiwan continues to protest the treatment of its delegates and the perceived influence of Chinese diplomatic pressure on Kenyan policy.
台灣持續抗議對其代表的對待方式,以及中國外交壓力對肯亞政策的影響。

The Architecture of Nominalization and 'State-of-Being' Verbs
To transition from B2 to C2, a student must move beyond describing actions and begin describing states of existence and abstract conceptualizations. This text is a goldmine for high-density nominalization, where verbs are transformed into nouns to create a formal, detached, and authoritative tone.
⚡ The 'C2 Pivot': From Process to Concept
Observe the phrase: "creating a condition proximate to deportation."
- B2 Approach: "They almost deported them" (Action-oriented).
- C2 Approach: "creating a condition proximate to deportation" (State-oriented).
By using "proximate to" (an adjective of spatial/logical nearness) instead of "almost," the writer shifts the focus from the act of deporting to the legal state of the delegates. This is the hallmark of diplomatic and academic prose: it abstracts the experience to analyze the systemic implication.
🔍 Syntactic Dissection: The 'Expansive Interpretation'
Consider the construction: "applied an expansive and distorted interpretation of the 'One China' principle to preclude Taiwan's involvement."
Linguistic Breakdown:
- The Modifier Stack: Expansive and distorted do not just describe the interpretation; they assign a qualitative judgment while remaining within the bounds of formal lexicon.
- The Teleological Infinitive: "...to preclude Taiwan's involvement". Here, "preclude" replaces simpler verbs like "stop" or "prevent." To preclude is to make something impossible by the very nature of the rules applied.
🏛️ Lexical Sophistication: The 'C2 Power-Set'
| B2 Term | C2 Equivalent from Text | Nuance Shift |
|---|---|---|
| Long time | Prolonged duration | Implies an unnecessary or oppressive stretch of time. |
| Cause/Reason | Attributed to | Establishes a logical link without claiming absolute proof. |
| Stop | Preclude | Suggests a structural or legal barrier. |
| Reduce | Diminish | Implies a gradual erosion of status or value. |
Mastery Note: The C2 writer does not use these words to 'sound fancy,' but to precisely calibrate the level of certainty and the legal weight of the statement.
